With their somber and tired expressions, this looks like refugees or displaced population, but no, those are just Hindu pilgrims (yatris) returning home after the Holy bath in the Ganges. They will probably have very a long and very uncomfortable train or bus journey back home.

Kumbh Mela is the largest festival on Earth, taking place once every 12 years, with more than 50 million Hindu pilgrims gathering to pray and bathe in the holy Ganges river.
