Most camps are made with tarps laid over bamboo or wood sticks. Those people are probably street vendors selling dried cow dung (used as cooking fuel) and small clay stoves for cooking, that can be seen in a stack on the right side.
Kumbh Mela is the largest festival on Earth, taking place once every 12 years, with more than 50 million Hindu pilgrims gathering to pray and bathe in the holy Ganges river.
