Paris Plage (Paris Beach) is the name of this artificial beach in the center of Paris
The beach is built by the City of Paris for the locals that cannot afford to go to real ocean beaches during the summer. Access to the beach is free, but people are not allowed to bathe in the river.
They truck hundreds of tons of sand that are spread over the expressway on the river bank (which is closed in summer). They even bring palmtrees.
At the end of the summer, all the sand is bulldozed and trucked off and this becomes an expressway again (called "voie sur berge").
