Train track or street? (Hanoi, Vietnam)

This is the Hanoi-Saigon train line.

There are only a few trains running every day on this track (and they run slowly on this section), so most of the times, the track is used as if it was a regular street. This means that you'll find restaurants, shops, farmers markets etc along the track.
